The EU-based organizations are responsible for all aspects of the identification, selection, preparation, deployment and management of volunteers.

Sending organizations (based in the EU) must belong to any of the following categories:

Non-profit non-governmental organizations established in an EU Member State.

Civil bodies of public law of a Member State.

The International Federation of Red Cross and Red Crescent Societies.

Associated and candidate countries of the European Neighborhood Policy (ENP) and member countries of the European Economic Area (EEA) may participate as soon as these countries have signed agreements with the EU covering the program.

Sending organizations must act in the field of humanitarian aid.


The certification process is carried out by a self-assessment, based on evidence, where the organization must recognize their shortcomings and areas of improvement that may require technical assistance in order to completely fulfill quality standards.
The following steps for the certification process include:

Read the call for applications for certification and corresponding guidelines.

Registration in the participant portal to obtain a participant identification code (PIC).

Completion of documented self-assessment form (form available in English, Spanish and French).

Send the self-assessment form and attachments (Honor declaration, mandatory and optional evidence documents) by email:

Certification requests may be presented in any of the official languages of the European Union, utilizing the mandatory forms available on the Education, Audiovisual and Culture Executive Agency (EACEA) website.

The call for certification will be open until 30 September, 2020.

Organizations may present their requests at any time of the year.


The EU Aid Volunteers program provides support for actions aimed at enhancing the technical capacity of potential sending organizations to participate in the EU Aid Volunteers initiative.
At least once a year, calls for project proposals in Technical Assistance are posted on the EACEA webpage.

Prior certification is not required for participation!

Aimed at promoting the participation of European organization that are able to send volunteers.

Training, accompaniment and strengthening are financed… to ensure that European organizations are certified within the initiative.

Consortium: members from at least 3 countries in the EU.

At least one applicant or member in each project must have been active in the field of volunteer management for a minimum of 3 years.
